Meet The Staff

Michael W. Boyd, CEBS
As Executive Director, Mike provides assistance with the strategic planning and development of the Municipal Benefits Services (MBS) health and welfare employee benefits program.

Michael Boyd has over 25 years of experience in the employee benefits industry. Mike focuses on cutting-edge health, productivity and risk management strategies. He also has experience in mergers and acquisitions, Taft-Hartley plan design, union negotiations, self-funding of health and welfare programs, and the development of automated applications to improve the overall administration of benefit programs.

Tammy Cappo, GBA
Tammy has been with the firm since 1986 and is the MBS Senior Client Manager. She manages benefit packages for more than 5,000 governmental employees. This work includes planning and conducting benefit seminars and meetings for both employers and employees; providing rate quotations and benefit comparisons; and offering support for the customer, the client, and the carrier.

Having over three decades of experience, she’s frequently called upon to testify at arbitration hearings regarding employee benefit issues and acts as a liaison with insurance carriers on employee/employer issues and benefit questions. Ms. Cappo also negotiates rate renewals and benefit changes.

Each year, Tammy attends a number of governmental conferences throughout the state offering information on Municipal Benefits Services and its many products.

Kristen Chekan 
Kristen joined the MBS team in May of 2017 as a Client Manager. Her role is very similar to Tammy Cappo’s where she manages a book of business for governmental employees. She is her client’s go-to person for benefits information, rates, and day-to-day questions. Kristen also works closely with the insurance carriers to solve issues. Prior to her role here at MBS, Kristen was an Account Service Manager with UPMC Health Plan. MBS was one of her clients, so she became very familiar with the company before jumping on board. Kristen is looking forward to building strong relationships with her clients in the growing company.

Judy Ghion 
Judy has more than 20 years in the benefit provider service area and is the MBS Manager of Operations. She is responsible for overseeing the day-to-day operations of the MBS group benefits programs including health, dental, vision, short-term and long-term disability, life insurance, employee assistance program, wellness and the rate mitigation accounts.

Judy supports the software interfaces that we have with our vendors to ensure accurate, up-to-date enrollment files, billings, benefit programs and communications.

Judy is known for her strong working customer relationships providing cheerful, prompt responses and problem resolution to maximize your customer experience.

Donna L. Mitchell
Donna joined MBS after spending her entire career on the employer side of the business.  Donna has over 35 years of experience working at a global logistics company in employee benefits and human resources.  Her responsibilities included strategic planning, budgets and forecasts, developing recommendations for senior management, and communications for over 9,000 employees in the United States, Canada, and the Middle East.

Donna provides consultation on the design, implementation, administration and management of the employee benefit programs. Her unique background provides extensive experience and insight on the overall management of employee benefit programs.

Elisa Moore
Elisa joined the MBS team in April 2017 as Manager of Administration. Prior to her role at MBS, Elisa was the billing administrator on the account with C.W. Breitsman Associates and prior to that, HMIG, giving her more than 10 years experience in the administration of the account. She is responsible for the eligibility processing, monthly invoicing and COBRA administration for the MBS group benefits. Elisa has a strong working relationship with all of our group administrators and carriers, working as the point of contact to resolve any billing or eligibility issues or to answer general questions.

Shayne Pickering 
Shayne has recently joined the firm as an Analyst. As an Analyst, he will be responsible for supporting the overall financial and utilization management of the MBS Trust. In addition, he will assist clients with evaluating alternative plan designs as well as provide analytical and financial support for the rest of the MBS team.

Shayne graduated from the University of Pittsburgh in December of 2015 with a B.S. in Actuarial Mathematics. Prior to joining the firm, he spent time working in the banking and financial industry.
